I'm beginning to implement the manager tools trinity.

im at this job ( non profit development executive director) for 11 months and position for 4 months with some other moves made in there with a staff that have been here for 12+ years.

im not seeing where we are able to meet with directs on specific projects and create specific deliverables for my directs.

how and where should that be done?

One-on-ones are for your direct to connect and build trust with you.  Staff meetings are for all your directs to hear things and share things together with you.
Just meet when and where and how it makes sense, either per-project (for the duration of the project) or several together (which recurs regularly).  It might be as simple as a stand-up at a direct's desk for five minutes daily, or as rhythmic as a weekly operations meeting reserving two hours (expecting to use just one hour) in a conference room with whiteboards and projector and speaker-phone.
