I have applied to join this group and it is still pending. I've heard of a couple people in the same situation. Is someone actively managing this group?

The existing group can't have ever reached critical mass or there would be plenty of posts about it in the M-T forums. Let's just recreate one and worry about merging them if the original "group manager" resurfaces...
