Pay increase recommendations

 My company has an 'ad-hoc" pay review system..  It's a pain!

I have two directs that have been promised reviews at this time..  and I have to write a recommendation.  They are both "average" performers - nothing special, but certainly not awful.  I have to write a recommendation for their promised pay review.  

What structure would you use to write it?   (High C boss BTW).
