I am a retail manager and in the process of interviewing with my dream company. The site of my 3rd interview is scheduled to be at a location directly across from one of my current companies stores. What do I say to the interviewer to help them consider my dilemma and entertain an off site interview?

Is it really going to be a problem?
I'm having trouble working out how this is really going to be a problem. Three things come to mind:
1) Are you that well known in your current company that a fleeting glance from whoever happens to be in the store across the street will even recognise you?
2) Would it be that unlikely that you would visit the store for any reason *other* than for a job interview? Will you be wearing, or carrying, anything that says "I'm going to a job interview!"?
3) Are the people who might see you, and recognise you, and identify that you're going to a job interview, *care* enough to remark on it to anyone else? Or are people who actually would care likely to be in that store at that time looking out the window?
Perhaps your circumstances are different than mine, but I think you *might* be a little oversensitive about this. To that end, I'm having trouble imagining how to put your concerns to an interviewer, because if I were in the interviewer's shoes, I'd probably think you were being irrational. That being said, I haven't interviewed for a retail job since I was a teenager, so I'm certainly out of touch in this particular field. I'd love to know more about the circumstances that make this an important problem for you.
