During my day at "Company X" I met with people at all levels, ranging from an admin to the company president. I did not meet with the hiring manager. Thank you cards went out to everyone.
To whom shall I direct continued follow up? It seems overkill to call and send e-mails to all interviewers, particularly over 10 weeks.

Follow up with the hiring manager
I'd suggest you follow up with the hiring manager, assuming you have their contact information. This is an interesting case -- usually they are in the first round of interviews for sure. But even though they didn't interview you, they clearly know who you are (certainly they participated in feedback sessions with the other interviewers). The reason I say this is that you could follow up with the hiring manager after just sending your resume (before any interviews) so there's no reason you couldn't continue to express your interest with him or her.
Furthermore, the next step is most likely to involve the hiring manager directly, so all the more reason to open a line of communication.
Who arranged your interview in the first place -- who did you ask for when you showed up? If you don't have the hiring manager's contact information, you could at least contact the in-house contact (or the hiring manager's boss, etc.).
